ASABA/Nigeria: The Delta State Government has reiterated its unwavering commitment to transparency, accountability, and timely project execution, with a policy that mandates the release of 40 percent mobilization funds to contractors immediately after contract approval.

Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, who disclosed this in Asaba, said the upfront payment ensures contractors commence work without excuses while allowing the government to enforce strict compliance with contract specifications and timelines.

“Once a contract is approved, we release 40% mobilization, regardless of the project’s size or value. This eliminates unnecessary delays and strengthens our ability to demand quality delivery,” Aniagwu said. He added that under Governor Sheriff Oborevwori’s leadership, contractors are paid in full once certified milestones are achieved — a departure from past practices and a policy unique to Delta among Nigerian states.

Aniagwu stressed that contracts are awarded strictly based on available funds and not on political patronage or populist considerations. “We don’t play to the gallery. We are prudent and disciplined with our resources. That is why our money is working for us, and for that, we give God the glory,” he said.

He also highlighted the value of international engagements in shaping the state’s infrastructure policies, citing a recent visit to China which, according to him, exposed the team to advanced technologies and global best practices in project execution. “Our exposure to global players has validated our approach and encouraged measurable timelines and innovation,” Aniagwu stated.

Commending Governor Oborevwori’s prudent management of state finances, Aniagwu said Delta has remained financially stable without relying on loans. “We are not chasing credit lines. We are pursuing knowledge, building partnerships, and ensuring Deltans get value for every naira spent. The results speak for themselves,” he added.
