Guwor Seeks Deeper Kas Partnership, Hails Support for State Legislatures

ASABA/Nigeria: Chairman of the Conference of Speakers of State Legislatures of Nigeria and Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, has commended the Konrad-Adenauer-Stiftung (KAS) for its sustained support to State legislatures, while calling for expanded collaboration in fiscal reforms and security governance.

Guwor made the call in his goodwill message at a workshop on the New Tax Acts of 2025 and the Legislative Role in Security Governance at the Sub-National Level, held in Lagos, where he described the engagement as both timely and strategic for strengthening governance at the state level.

Speaking on behalf of the Conference of Speakers, he expressed appreciation to KAS for organising the workshop, noting that it provides a valuable platform for lawmakers to deepen their understanding of evolving fiscal policies and enhance legislative responses to security challenges.

The Speaker also welcomed the Country Director of KAS in Nigeria, Mr. Moritz Sprenker, into Nigeria’s democratic development space, expressing optimism about a productive and impactful partnership under his leadership.

Guwor highlighted the organisation’s longstanding contributions to legislative development in Nigeria, particularly its role in strengthening democratic institutions, supporting legislative capacity building, promoting transparency, and advancing governance reforms at the sub-national level.

He specifically cited KAS interventions such as legislative strengthening programmes, institutional support initiatives, and the harmonisation of Standing Orders of State Houses of Assembly, describing them as landmark contributions that have improved legislative practice and procedural efficiency across the country.

According to him, the ongoing workshop represents another strategic opportunity for State Assemblies to strengthen oversight of public finance, improve internally generated revenue frameworks, and contribute effectively to security governance through responsive legislation.

“As key democratic institutions closest to the people, State Houses of Assembly play a central role in translating national reforms into practical legislative actions that directly improve citizens’ welfare and support coordinated responses to emerging security challenges,” Guwor stated.

While acknowledging the progress recorded through the partnership with KAS, the Conference Chairman called for deeper collaboration in critical areas, including institutional strengthening, fiscal governance, digital transformation of legislatures, constitutional reforms, and citizen-focused legislative service delivery.

He reaffirmed the commitment of the Conference of Speakers to sustaining the partnership, noting that continued engagement with KAS would further enhance legislative effectiveness and democratic governance across the states.

Guwor congratulated the organisers of the workshop and wished participants fruitful deliberations, expressing confidence that outcomes from the engagement would strengthen legislative contributions to national development.
