APC States Secretaries Resolve to Deepen Governance Reforms, Adopt Digital Systems for Efficient Service Delivery

ASABA/Nigeria: Secretaries to the Governments (SGSs) of All Progressives Congress (APC)-governed states have resolved to strengthen inter-governmental collaboration, deepen administrative reforms, and promote digital governance as part of renewed efforts to enhance policy coordination and improve service delivery across the federation.

The resolutions formed part of the communiqué issued at the end of the Progressive Governors Forum (PGF) Quarterly Strategy Meeting of Secretaries to the Governments of APC-Governed States, held from Thursday, October 30 to Friday, October 31, 2025, at the Unity Hall, Government House, Asaba, Delta State.

The two-day meeting, hosted by the Delta State Government and facilitated by the PGF Secretariat, had as its theme, “Strengthening Sub-National Governance Synergy for Effective Policy Coordination in APC-Governed States.” It brought together Secretaries to State Governments, senior officials, policy experts, and technocrats from across the country to examine ways of harmonizing policy implementation and accelerating administrative efficiency.

In a joint communiqué signed by the Secretaries and other representatives from APC-controlled states, participants commended President Bola Tinubu and the Progressive Governors for their visionary leadership and commitment to governance reforms that align with the Renewed Hope Agenda. They acknowledged the critical role of SGSs as “key drivers of policy coordination, harmonization, and implementation” at the sub-national level.

The meeting resolved to strengthen the institutional capacity of the offices of Secretaries to State Governments, positioning them as coordination hubs for policy alignment between federal and state governments. It also emphasized the urgency of adopting digital governance systems to modernize the public service, boost efficiency, and enhance transparency and accountability.

Participants further agreed to promote peer learning by sharing best practices, standardizing administrative procedures, and implementing technology-driven solutions that enable data-based decision-making. One of the key resolutions was the adoption of a unified Performance Management Framework for evaluating the effectiveness of government programmes and policies across APC-governed states.

According to the communiqué, the framework will be developed in partnership with the PGF Secretariat to align state-level performance indicators with national development priorities, ensuring measurable progress across all member states. The Forum also reaffirmed its commitment to evidence-based policymaking, joint capacity-building programmes, and stronger technical cooperation among progressive states.

Delegates pledged to champion reforms that advance inclusive governance, promote accountability, and accelerate socio-economic growth in line with the Renewed Hope Agenda. They also lauded the PGF Secretariat, led by its Director-General, Mr. Folorunsho Aluko, for its strategic coordination and steadfast commitment to strengthening inter-state collaboration.

The Forum expressed appreciation to Governor Sheriff Oborevwori for hosting the meeting and for the warm hospitality extended to all delegates. The participants also acknowledged the active participation of senior government officials during the opening session, describing it as a reflection of the collective resolve to improve governance delivery across APC-governed states.

At the end of deliberations, members unanimously adopted Nasarawa State as the host for the next PGF Quarterly Strategy Meeting, scheduled for the first quarter of 2026.

The communiqué was jointly signed by the Secretaries to the Governments and senior representatives of APC-controlled states, including Dr. Kingsley Emu (Delta State), Mrs. Folashade Arike Ayoade, Ph.D. (Kogi State), Dr. Shuaibu Magaji Labaran, SAN (Nasarawa State), Prof. Habibat Omolara Adubiaro (Ekiti State), Mr. Olatokunbo Talabi (Ogun State), Mrs. Serumun Aber, Esq. (Benue State), Prof. Grace Umezuirike (Ebonyi State), Abdullahi Garba Faskari (Katsina State), and Mr. Umar Musa Ikhilor, Esq. (Edo State), among others.
