Assembly Passes Second Reading of 2025 Community Corps Bill

ASABA/Nigeria: The Delta State House of Assembly has passed the second reading of a bill seeking to repeal the Delta State Community Security Corps Agency Law of 2020 and enact a new Delta State Community Corps Agency Law, 2025, aimed at strengthening the state’s security structure through grassroots policing.

The lead sponsor of the bill, Hon. (Dr.) Isaac Anwuzia, representing Aniocha South Constituency, moved for a fresh legislative process following anomalies in the earlier version of the bill, which had already passed first and second readings, including a public hearing. He explained at Wednesday’s plenary that the repeal and reintroduction were necessary to accommodate sweeping amendments that could no longer be addressed by a simple revision of the 2020 law.

Hon. Anwuzia, who is also the Chairman of the House Committee on Peace and Security, said the proposed legislation would provide a stronger legal framework to support government efforts in addressing rising security concerns across communities in the state.

“The government and people of Delta State are eagerly awaiting the enactment of this law, which is crucial to the effective operation of our community policing strategy,” he said.

Lending his voice to the debate, the Leader of the House and member representing Aniocha North, Hon. Emeka Nwaobi, said the bill would further strengthen law enforcement at the community level and reduce pressure on conventional security agencies.

The bill received unanimous support from lawmakers during the plenary presided over by the Speaker, Rt. Hon. Emomotimi Dennis Guwor, who thereafter scheduled Tuesday, July 22, 2025, for further legislative consideration at the Committee of the Whole.

Meanwhile, the Speaker took time during the session to commiserate with the Federal Government and Nigerians over the death of former President Muhammadu Buhari, who passed away on Sunday, July 13, 2025.

Guwor, who also serves as the National Treasurer of the Conference of Speakers of State Houses of Assembly, described the former President as a patriotic leader whose contributions to national development will remain indelible. He extended heartfelt condolences to Buhari’s immediate family, the Daura Emirate, and the people of Katsina State, and called for a minute of silence in honour of the late statesman.

Also at Wednesday’s plenary, the Chairman of the House Committee on Education, Hon. Charles Emetulu, presented the report on the Delta State Colleges of Education Bill, 2025.

The bill seeks to establish a comprehensive legal structure for the state’s colleges of education, allowing them to operate dual-mode programmes including degree, NCE, and diploma certifications. The proposed law is expected to enhance academic standards and expand the professional development of teachers in Delta State.
