Delta Deputy Speaker Pledges Vigilance on Livestock Law Enforcement

ASABA/Nigeria: Rt Hon (Barrister) Arthur Akpowowo, Deputy Speaker of Delta State House of Assembly and House Committee Chairman on Legislative Compliance, has pledges robust enforcement of the Delta State Livestock, Rearing and Marketing Regulation Law 2021.

Speaking during an appearance on Orientation Panorama, a flagship programme on Voice of Delta 97.9 FM and Melody 88.6 FM Warri, Akpowowo assured citizens that stringent measures will be taken to apprehend and prosecute offenders.

The law, enacted to curb the devastation caused by open grazing, prohibits movement of livestock on foot and mandates their transportation by vehicle between 6 a.m. and 7 a.m., with a complete ban on night movement. Violators face steep penalties of up to N500,000 in fines or one-year imprisonment, as stipulated in sections 18(2) and 19 of the law. Akpowowo highlighted ongoing efforts to collaborate with the State Committee on Livestock to devise effective strategies for enforcement.

While acknowledging some resistance from herdsmen, Akpowowo emphasized the imperative of compliance with the state law, stressing the responsibility of livestock owners to negotiate for proper land use. He urged against selling land to herdsmen to forestall potential conflicts.

In addressing concerns about armed herdsmen, Akpowowo clarified that while the state law does not explicitly address arms possession, federal laws govern firearms possession, underscoring the role of law enforcement agencies in enforcing existing statutes.

Looking ahead, Akpowowo announced plans for the House Committee on Legislative Compliance to convene with local government personnel managers to bolster enforcement efforts. He reiterated the commitment of the legislative body to upholding the rule of law and maintaining peace and security across Delta State.

Regarding the tragic killing of 17 soldiers in Okuama community, Ughelli South Local Government Area, Akpowowo condemned the act during a plenary session and called for thorough investigations to bring the perpetrators to justice. He reassured citizens of collaborative efforts between the state government and relevant authorities to ensure peace and security in affected communities.

In conclusion, Akpowowo emphasized the imperative of obedience to the law and urged swift action against offenders, reaffirming Delta State’s commitment to peace and security under Governor Sheriff Oborevwori’s administration.
