Appreciated by the workers, his colleagues and lawmakers, Otto, a professional of immense reputation, was appointed Director, Legal Matters of the assembly in 2007.
Very uncompromising in matters of justice, Otto administered the legal department wisely and elegantly.
Born December 18, 1973, Otto attended St. Vincent College, Okwagbe and Edo State University, Ekpoma.
