Guwor Reaffirms Commitment to Skilled Legislative Workforce as Delta Assembly Hosts Second Management Retreat

ASABA/Nigeria: Speaker of the Delta State House of Assembly, Rt Hon Emomotimi Dennis Guwor, has reiterated his administration’s commitment to strengthening the legislature through continuous capacity development, assuring that the 8th Assembly will remain focused on building a skilled and innovative workforce aligned with the state’s broader development agenda.

Speaking at the opening of a two-day retreat for top management staff of the Assembly, Guwor said the theme, “Parliamentary Administration and Management for Effective and Efficient Service Delivery,” reflects the deliberate efforts of his leadership to maintain a proactive, responsive and development-driven legislature.

Accompanied by Deputy Speaker Rt Hon Arthur Akpowowo, Majority Leader Emeka Nwaobi, and Chairman of the House of Assembly Service Commission, Sunday Ebireri, the Speaker described the retreat as timely and strategic, marking the second of its kind under the current Assembly.

“Our vision remains to build a leading legislature that contributes meaningfully to socio-economic growth through innovative and effective legislative actions,” Guwor stated. “I am proud to report that Governor Sheriff Oborevwori recently assented to seven transformative bills passed by this House, which underscores the positive results of our investments in training and re-training.”

The Speaker emphasized that sustaining a knowledgeable and committed bureaucracy was central to the legislature’s ability to deliver on its constitutional mandate and meet the expectations of Deltans.

Clerk of the House, Mr Otto Aghoghophia, commended the Speaker for his unwavering support for efficiency and good governance, noting that the retreat provides a relaxed atmosphere for management staff to reflect and develop strategies to address internal challenges.

“This informal space outside the office environment gives us the freedom to tackle pertinent issues affecting our operations. We are grateful for this opportunity and remain fully committed to supporting your leadership,” Aghoghophia assured.

Director General of the National Institute for Legislative and Democratic Studies (NILDS), Professor Abubakar Sulaiman, represented by Dr John Olarenwaju, underscored the critical role of bureaucracy in legislative effectiveness. He stressed the importance of continuous capacity building, saying, “Bureaucracy is the institutional memory of the legislature. Without investing in its development, no legislative body can thrive in today’s complex governance environment.”

Other senior staff, including Deputy Clerk Mr Smart Edoghe and Director of Legislative Services Dr Stephen Okolo, lauded the initiative and expressed appreciation to the House leadership for fostering professional development and service excellence.

The retreat is part of ongoing reforms by the 8th Assembly aimed at improving legislative administration and strengthening institutional resilience for sustainable development in Delta State.
