Lagos State Tops Nigeria’s First-Ever Climate Governance Ranking

LAGOS/Nigeria: Lagos State has emerged as the top-ranked state in Nigeria, securing 182 points in the inaugural Climate Governance Performance Ranking of Nigeria’s subnational entities. This milestone was announced during the launch of the report by the Society for Planet and Prosperity (SPP) in collaboration with the Department of Climate Change (DCC), Federal Ministry of Environment, at the Abuja Continental Hotel on July 25th, 2024.

The official announcement of the 2024 Climate Governance Performance Rating and Ranking (CGPRR) was made by the Honourable Minister of Environment, Mallam Balarabe Lawal, the Honourable Minister of State for the Environment, Dr. Iziak Salako, and the President of the Society for Planet and Prosperity, Professor Chukwumerije Okereke.

Lagos State was the only state rated as “outstanding” among Nigeria’s 36 states, reflecting its exceptional performance across five key criteria: Climate Institutions and Governance, Climate Policy and Action Plan, Climate Project Implementation, Budgeting, and Online Visibility. The state excelled in these areas, securing the top position in several thematic ratings.

Although Lagos was one point short of Gombe State in the overall score for institutional arrangements and administrative structure, it shared the top position with five other states in the category of climate change policy and action plans. Lagos’ commitment to setting emission reduction targets in line with national efforts underscores its dedication to global climate goals.

In climate change project implementation, Lagos led the rankings, boasting a robust system for monitoring, evaluation, and reporting (MER) of climate actions and impacts. The state also topped the chart for online visibility concerning climate change activities, alongside eight other states, thanks to its functional websites and dynamic web presence dedicated to environmental matters.

Regarding budgetary allocations for climate action, Lagos shared the second position with 19 other states, trailing only behind Gombe. This ranking was based on the inclusion of climate change considerations in the states’ 2024 annual budgets.

Lagos State, as Nigeria’s commercial hub contributing nearly 30% of the nation’s Gross Domestic Product (GDP), has long recognized the dual importance of climate action as both an environmental and economic necessity. Despite its significant economic stature, Lagos continues to confront severe climate-related challenges, prompting the state government to intensify its climate action efforts.

Known as the Centre of Excellence, Lagos has prioritized zero-carbon development across various sectors, including transport, agriculture, energy, and waste management. The state’s engagement with international organizations like the C40 Cities Climate Leadership Group has bolstered its climate strategies, contributing to its outstanding performance.

Honourable Tokunbo Wahab, Lagos State’s Commissioner for Environment and Water Resources, expressed his delight on X (formerly Twitter): “I am delighted to announce that Lagos State came 1st amongst the 36 States and FCT in Climate Governance Performance ranking conducted by the Federal Ministry of Environment and Society for Planet & Prosperity. This great feat is a result of the Lagos State government’s deliberate commitment and unwavering dedication to environmental sustainability and its proactive approach to addressing climate change challenges.”

In his message, Wahab credited Governor Babajide Sanwo-Olu’s leadership, stating, “Under the visionary leadership of His Excellency, Governor Babajide Sanwo-Olu, the Lagos State Government has prioritized climate action as a cornerstone of its development agenda. Through strategic planning, robust policies, and innovative initiatives, we have made significant strides in mitigating the impacts of climate change while fostering a sustainable future for our residents. This prestigious recognition is a validation of our relentless efforts to create a cleaner, greener, and more resilient Lagos.”

The report, while acknowledging the progress made by Lagos, also emphasized the need for continued efforts across all states in Nigeria. However, it is clear that Lagos has taken a significant leap ahead in the realm of climate governance and action, setting a benchmark for others to follow.
