Guwor Hails Passage of Anti-Terrorism, Anti-Cultism Bill as Landmark Step in Strengthening Security

Emomotimi Dennis Guwor, has described the passage of the Delta State Anti-Terrorism and Anti-Cultism (Amendment) Bill, 2025, as a bold declaration of the government’s unwavering commitment to safeguarding lives and property across the state.

The bill, which scaled its third reading and was passed at Wednesday’s plenary after exhaustive legislative scrutiny, strengthens the existing legal framework for combating terrorism, cultism, and other violent crimes in Delta State.

Speaking after presiding over the session, Rt. Hon. Guwor said the successful passage of the amendment marked a significant milestone in the state’s security architecture, providing law enforcement agencies with a more powerful legal tool to tackle emerging threats.

“The significance of this amendment cannot be overstated,” the Speaker said. “By strengthening our existing laws, we are sending a clear and unambiguous message to all purveyors of crime and instability that there is no hiding place for them in Delta State.”

Rt. Hon. Guwor noted that the new law would harmonize the operations of Colleges of Education in the state, enhance academic excellence, and create a more efficient system for teacher training and institutional management.

“The passage of this bill marks a crucial step in improving the quality of teacher education and ensuring that our educational institutions meet global standards,” he stated.

The Speaker commended the Chairman and Members of the House Committee on Education for their diligence and robust engagement with stakeholders during the public hearing, noting that their input ensured that the legislation reflects best practices and the aspirations of the people.
