ECOWAS, UN Agency Renew Partnership on Arms Control, Regional Security

Economic Community of West African States (ECOWAS)

ABUJA/Nigeria: The Economic Community of West African States (ECOWAS) and the United Nations have moved to update their cooperation framework on disarmament and arms control as the region confronts evolving security threats.

The ECOWAS Commission and the United Nations Office for Disarmament Affairs (UNODA), through the United Nations Regional Centre for Peace and Disarmament in Africa (UNREC), signed an addendum to their 2009 Memorandum of Understanding (MoU) on August 21, 2026, at the ECOWAS headquarters in Abuja.

The agreement is expected to provide a broader basis for joint action on disarmament, arms control, non-proliferation and the prevention of armed conflicts across West Africa.

The signing followed a strategic dialogue involving senior officials and technical experts from ECOWAS, UNODA and UNREC. The meeting focused on developments in the regional security environment and ways of strengthening cooperation between the institutions at both policy and operational levels.

The renewed arrangement comes against the backdrop of changing security challenges in West Africa and follows earlier efforts by ECOWAS and UNODA to review their longstanding partnership.

During a UNODA mission to Abuja in August 2025, the two sides had discussed updating the 2009 MoU to make their cooperation more responsive to contemporary peace and security concerns. Those discussions also highlighted emerging threats, including illicit arms trafficking, improvised explosive devices, drones, artificial intelligence and cyber-enabled trafficking.

The latest addendum is intended to translate the renewed partnership into practical programmes rather than limit cooperation to institutional dialogue.

Areas identified for collaboration include technical assistance, professional capacity development, policy support, research and knowledge exchange, regional consultations, information sharing, joint initiatives and mobilisation of resources.

The arrangement also reinforces the role of regional cooperation in addressing the illicit movement and proliferation of weapons, particularly where such activities contribute to instability and armed violence.

For ECOWAS, stronger collaboration with UNODA and UNREC provides an opportunity to draw on United Nations technical expertise while supporting regional efforts to strengthen arms-control mechanisms and conflict-prevention initiatives.

The two institutions reaffirmed their commitment to working together towards a more secure West African region through coordinated action on disarmament, arms control, non-proliferation and conflict prevention.

The development is also significant in the context of ECOWAS’ continuing efforts to adapt its regional security architecture to emerging threats and strengthen cooperation among member states and international partners.

The addendum therefore marks a new phase in the ECOWAS-UNODA partnership, building on the framework established more than a decade ago while seeking to address the security realities confronting West Africa today.
