
ASABA/Nigeria: The Institute of Legal and Policy Strategy (ILPS) has admitted the Director-General of the Delta State Bureau for Orientation and Communications, Dr. (Barr.) Wilfred Latimore Oghenesivbe, into its prestigious Fellowship cadre, the highest membership category of the professional body.
The conferment was conveyed in a letter dated January 19, 2026, and signed by the Registrar of the Institute and Associate Professor at the Nigerian Defence Academy, Prof. Elizabeth Aishatu Bature, following what the Governing Council described as a thorough assessment of Dr. Oghenesivbe’s academic background, professional experience and contributions to public service.
According to the Institute, Oghenesivbe was found worthy of the honour after meeting the rigorous standards required for admission into the Fellow cadre.
“Following a careful assessment of your application, the Institute is satisfied that your professional standing, experience and contributions align with the standards, values and objectives required for admission into the Fellow cadre, the highest category of membership of the Institute,” the letter stated, adding that as a Fellow, he is entitled to all the rights and privileges of the status.
ILPS, a professional body accredited by the Council of Legal Education, the Nigerian Advanced Institute of Legal Studies and the Nigerian Bar Association, is committed to advancing law and policy development in Nigeria and across Africa through research, advocacy, strategic governance and public interest litigation.
Reacting to the honour, Dr. Oghenesivbe expressed profound gratitude to the ILPS Governing Council for the recognition, pledging his continued commitment to the advancement of legal knowledge and policy strategy management.
He said sound understanding of law and policy initiatives enhances effective communication and strengthens the capacity to articulate government policies and achievements within a constitutional democracy.
Dr. Oghenesivbe also commended the Delta State Government under Governor Rt. Hon. Sheriff Oborevwori for sustained investments in human capacity development, noting that such initiatives have significantly improved productivity and service delivery in the state.
“I am a direct beneficiary of the state government’s commitment to capacity building for civil and public servants,” he said.
A seasoned public communicator and legal practitioner, Oghenesivbe holds academic qualifications in Law, Political Science, Public and International Affairs, Information and Strategy Management, Mass Communication and Public Administration. He is currently pursuing a second doctorate degree in Mass Communication at Delta State University, Abraka.
An alumnus of the University of Lagos, Enugu State University of Science and Technology, the University of Benin, the Nigerian Law School and LBUT Togo, he is a Barrister and Solicitor of the Supreme Court of Nigeria and a member of the Ikeja Branch of the Nigerian Bar Association, the Nigerian Institute of International Affairs and several professional bodies in Nigeria, Europe and the United States.
The fellowship marks another milestone in the career of the widely travelled communications strategist, who is married with children.
