
KWALE/Nigeria: Former member of the House of Representatives for Ndokwa/Ukwuani Federal Constituency, Rt. Hon. Ossai Nicholas Ossai, has formally declared his intention to return to the National Assembly, unveiling an expansive development blueprint anchored on experience, influence, and continuity of constituency-focused projects.
In a campaign document titled “A Tested Service, Greater Influence,” dated March 27, 2026, Ossai appealed to constituents for renewed trust, pledging to leverage his legislative experience and national political networks to attract greater federal presence and accelerated development to the constituency.
The former lawmaker, who served multiple terms representing the constituency, positioned his comeback bid as a strategic opportunity for Ndokwa/Ukwuani to gain stronger representation at the federal level, particularly in areas where national policies, budgets, and key decisions are shaped.
“With gratitude and renewed commitment, I once again present myself before you, seeking your mandate,” Ossai stated, emphasizing that his years in the National Assembly have equipped him not just with legislative experience but with the strategic capacity to operate within the highest levels of national governance.
Highlighting his past stewardship, Ossai claimed that development under his tenure cut across all 30 wards of the constituency, spanning critical sectors such as agriculture, energy, education, healthcare, and water infrastructure.
In agriculture and commerce, he said his administration empowered farmers and small-scale entrepreneurs with tools, training, and access to capital, while also facilitating skills acquisition programmes aimed at reducing unemployment and fostering self-reliance among constituents.
On energy, the former federal lawmaker pointed to the installation of transformers, deployment of solar-powered streetlights, and rural electrification projects that brought power to homes and businesses. He also cited progress on the Independent Power Project (IPP) in Kwale, noting that the project had reached about 85 percent transmission capacity with substations nearing completion.
Ossai further highlighted his contributions to the education sector, including the attraction of the Federal University of Medical and Health Sciences, Kwale, alongside renovation of school infrastructure, provision of learning materials, and scholarship schemes designed to ease the financial burden on students.
In the health sector, he referenced the construction and upgrade of primary healthcare centres and the conversion of Kwale Central Hospital into a teaching hospital linked to the new federal university. According to him, the initiative is expected to serve as both a healthcare upgrade and an economic catalyst capable of generating employment and positioning Ndokwa/Ukwuani as a hub for medical services and training.
The document also underscored interventions in water and sanitation, with boreholes and water schemes delivered to communities that had long lacked access to clean water.
Looking ahead, Ossai promised to scale existing programmes, drive petroleum production allocation reforms, expand road infrastructure, and ensure full completion of the IPP project, insisting that his plans are “mapped and backed by evidence, experience, and access.”
He also leaned on his political pedigree, citing his past roles as Majority Leader of the Delta State House of Assembly, Chairman of the College of Education, Agbor, and current President of the National Association for Legislative and Democratic Studies, Abuja, as proof of his leadership capacity.
“I come before you as a trusted partner in progress… ready, with matured capacity, to deliver even more,” he stated, urging constituents to grant him their mandate once again.
Ossai’s declaration is expected to reshape the political landscape in Ndokwa/Ukwuani, setting the stage for what observers predict will be a high-stakes contest ahead of the 2027 general elections.
